Description :

1. Develops master plans for park and open space properties, trails, historical properties developments and re-developments
2. Reviews public land dedications, park development fees, design of drainage facilities, rights-of-way and other improvements to be maintained by the City
3. Prepares long range plans and policy analysis
4. Studies and reviews public programs; reviews and updates statistical, demographic, and related information and general plan background studies
5. Plans and manages design and construction projects consisting of recreation, parks, natural resources, open spaces, trails, historic properties and related public improvements, including consultant selection, master planning, design development, construction documentation, bid administration, review of engineering construction drawings, cost estimating and budget management, and construction observation phases; this includes:

  • Develops construction documents and specifications for capital projects and playground renovations
  • Advises consultants, developers, contractors, and others regarding City standards and regulations
  • Designs working drawings and makes field observations for park construction and maintenance crew projects

6. Other Department wide responsibilities:

  • Coordinates special projects relating to land acquisition of open space including appraisals, surveys, environmental assessments and associated contracts
  • Helps review planning documents and submittals and attends technical review meetings to represent and address open space issues
  • Answers questions from the public regarding park and open space propertie
  • Assists with preparation of the yearly and capital improvement budgets and prepares, submits and administers grant applications

7. Conducts field inspections and site visits for analysis and data gathering
8. Regular attendance at the PRL Advisory Board and related community meetings as directed, provides planning information to the general public, administers special programs as required
9. May act as Operations Manager in the Manager's absence
10. Maintains regular and punctual attendance

Requirements :
  • Master's degree in Urban and Regional Planning or closely related field from an accredited college or university with at least three years of experience in a public planning agency; OR
  • Bachelor's degree in Planning or a design discipline, such as urban design, architecture, or landscape architecture combined with at least seven (7) years of directly related experience
  • Three (3) years of supervisory experience of both technical and administrative staff
  • A full understanding of the Americans with Disabilities Act (ADA) requirements
  • Proficiency using AutoCAD, ArcView GIS and Microsoft Office products
  • Valid driver's license and safe driving record
